hen and rooster 1095 stainless.

Ok so I was looking on an auction site at a hen and rooster Congress with stag and "1095 stainless steel". I contacted the seller to ask which it was and he said that the paperwork that came with the knife said it was 1095 stainless steel. So I'm asking, does anybody know what the deal is on these? Are they stainless?
 
There are several knives listed as such on evilbay. My guess is stainless.

If it were made prior to 1980 it is most likely 1095. It is so highly polished though it could make you think it's stainless though

Does the knife have a shield on it?

There are also some good tang stamp charts out there for hen and rooster that will help you pin down the era it was made in.
