I don't believe that's true in this case - Cold Steel has a history with San Mai steel, and in their products the use of the description "San Mai" has always indicated a laminated steel blade. Besides, you can see the lamination weld in the images. Who knows what the core steel actually is, though...

That's the new "grivory" plastic sgian dubh. They also have a more expensive folding model, the 60CE.
