considering you can find $1000 custom knives using old, "low end" steel, and $100 production knives with modern powdered steels with ridiculous wear resistance, I think the premise of your question is flawed.
Buck's general steel could be considered at the lower end of steels, but with their heat treating ability it becomes a better steel. I think you can see your guestion needs more thought.
Whats the 100 value chief? Without a definition, nobody will know how to answer this. Price, size, hardness, specific gravity?. For what size piece of steel is this question for?
