Looking for a high lumen (1k or higher) flashlight that is small enough for my partner to comfortably hold in her hand while walking to her vehicle. This light will be used as a soft defense to blind someone and allow the opportunity for her to run.

Are many options out there and although you can use far less then 1k lumens for that if you want a 1k my first recommendation would be the Fenix PD35 Tac ... turbo provides 1k lumens ... and has other lower settings to save battery life ... plus a strobe to disorient someone. Easy to use tailcap switch and a switch on the barrel to switch brightness or modes.

Fenix has a few nice models that are near that configuration but in your criteria I think the Fenix PD35 Tac is my favorite.

I've got a fenix tk-41c that tops out at 1000 lumens. In full daylight I'd say that its uncomfortable, even somewhat annoying to get flashed with it, but that's all you'd really get. At night is a differnet story, but during the day, and if the attacker happens to be wearing sunglasses, its not going to disorient them enough to keep them from just crash-tackling you and then doing whatever it was they intended.

Nitecore EC4S
2x 18650, 2150 lumens in the current configuration.
I've got an older version; and I have shut off the headlights on the girl's Jeep, and driven with it.

Looks like the ec23 may be more size appropriate for her hands.

Any feedback on Tact6 flashlight?

I always carry a Fenix PD35 Tac on me, very good torch and never had a problem with it. Rechargeable batteries are a must and nice bonus too when using turbo mode at 1k.
