I'm looking for things generally under 100 bucks, definitely under 150 bucks. No higher. Period.

I prefer a good stainless for corrosion resistance, but any steel is welcome. Generally the higher end stainless offerings are going to cost more.

I'm looking for something with a 4-8" blade (approximate). Plain edged. Minimum of 3/16" thick.

What knives fit the bill best in this role?

check out rat cutlery they have knives using 1095 carbon steel with a great heat treat and nice canvas micarta scales plus a molded kydex sheath they all come in at or below your price range and blade specs

I had a Gerber LMF II that is easy to get the serrations off. Just taks a little time and patience. It's an Awesome utility knife, a little on the heavy side. SOG Seal pPup is offered in plain edge. Cold Steel SRK is good too. Ontario offers some great blades as well.

What's the comparison between the 1095 and the D2 steel that they use? I understand the fundamental differences in composition and performance, but how was their heat treat worked out for them?

RAT Cutlery doesnt use D2.

Just for what it's worth..the top contenders for this title that I've found are:

BRKT Bravo 1
Fallkniven A1
Ranger RD-7
RAT 7
