whats the best way to get a hammered finish on a stock removal blade?

My main concern is what grit to finish to before hammering to get out scratches and how to clean up scale after heat treating?

A lot would depend on the steel. In any case I would advise to mirror polish before hammering.Polish the hammer face, too.Clean the blade well, and hammer on a clean smooth surface.Do as much scale prevention as possible,i e. Turco, foil wrap, whatever.Wire wheel may be a good first cleanup after hardening. Depending on the steel, and the pattern, buff in all directions.Cratex cylinder or bullet wheels should clean up any bad places. If you don't want a bright finish, bead blast the blade.
