Hoerner Knife with Whale Tooth Handle

Here's a knife I just come across. It's made by Hoerner. It's numbered so I'm assuming it was a limited run they did whenever it was made.

Does anyone know about this maker? Maybe when the knife would have been made? Also value...? The owner would like to sell it but I have no idea what a fair price would be for this blade. Any hep would be greatly appreciated.

What type of whale tooth is it? Is the Seller Local to you- in state? You should check local and federal laws before buying whale parts to make sure it's legal to buy \ sell and own.

its from an orca whale I only assume though. The seller is local to me. As I understand it, it is legal to purchase/sell whale parts where I'm at as long as they were harvested legally.
