Holes in a pickeroon or hookeroon head??

I recently acquired a hookeroon or a pickeroon, depending on which you call it and have a question about the holes on each side. Are they to pin the head to the handle? What method of pinning is correct… wood screws, solid metal pins, metal roll pins or wooden dowel type rods? I think the original reason for pinning is the the pulling action may tend yo loosen the head more than the action of using an axe. The large hole (eye?) in the head is the same size as that of a full size axe as opposed to a boys axe head.
 
Usually for a roll pin. And yes, it's chiefly because the eye depth is typically quite short and the leverage is significant.
