how can I mirror polish case hardened 154cm

I am having a bit of trouble mirror polishing 154 cm that was heat treated to rc59-60 ,then ground and vibratory tumbled to remove the grind lines.
The blades have taken on a case hardened skin that makes it difficult to polish.
Does any one know of a way to strip this case hardened surface?

If they were heat treated to get to 59-60 hardness the blades are very hard all the way through not case hardened. Just use new belts and regrind them and start the polishing sequence.
 
sand to 600 grit, sand to 800 grit, and to 1000 grit, buff with green chrome on hard buffing wheel, buff with pink compound on loose wheel, check under strong light for scratches. The case harding colors are just surface oxides.
