If I’m understanding you correctly, yes. You can post a price and say that you accept the best offers.
 
If you're the seller you must list a price but you can be willing to accept reasonable offers...best done via DM regarding the offers.

A complete asking price must be listed, however, which includes shipping, fees etc.
