use a stripping agent found at home depot or other hardware. while you're there buy a pink paint and rust removing wheel (3M) to use in your drill. strip your blade, may take two or three 15 minute sessions. then run the 3M wheel over the steel until you're happy. use a dremel or other high speed rotary, or a bench grinder/buffer to buff it further if you want.

If you really want a sweet looking piece, get a bluing kit from your local bass proshop or sportsman's warehouse, and blue up the 52100 for a much more rust resistant finish.
 
I would honestly avoid the use of a dremel or similar tool. Dremels reach very high speeds and can create a large amount of heat in a small area. The blade may seem cool just inches away and you may be ruining the temper at the location of the dremel. (we had a blade returned that this had happened to)
