how do i post pictures?

i know this seems simple but im not relay well versed in tech im on my lap top in chrome and when i hit the picture icon it asks for a url is there a way to use pictures i have on the laptop instead of using ones on the web?

Open an account at tinypic.com ( or similar), upload your pics to that site, then just copy/paste the image url tag that is pre-coded for you on your tinypic image page.

Or you could pay the little $35 for a Gold Membership here, and upload your pics directly. But I still find it just as easy to use tinypic.
