How do I remove managed photos?

What is the general policy on managed photos? And how do I remove managed photos?

I know I can delete them fro a post, but how do I get them out forum storage so I can upload newer ones? How many images are we allowed to upload? Or is it based on disc space usage?

I know that I can link to externally hosted images and in the long run that is probably the best option, but I like the thumbnail/light box feature for managed images. It just seems like there are limits on how many images can be uploaded, and I can't figure out how to delete the ones I no longer use.

There is a little blurb that says something like
images not used in an hour will be deleted

but that does not seem to be the case. I have some unused images that have been there for days and weeks.

Yes that works for the ones that are actually being displayed in a post. But look at the attached image. How do I get rid of images on top? They won't go away.
