How much input on custom collaborations?

When a custom knifemaker and a production company decide to collaborate on a knife, such as Bob T. and the Spyderco Starmate, how much control does the custom maker have? Are they usually involved in the whole process? Do they have to approve the final product? Or do they simply give permission to make something resembling their design? Also who usually approaches who?

i don't know about bob t but i was involved in putting spyderco and eduard bradichanski in collaboration in making the spyderco SHABARIA folder.
they havn't put a screw in the knife without consulting the desighner first,any modification on the knife was asked before for approval.
judging by they worked on the collaboration in this knife the desighner is VERY involved in the proces.
adding to that i spoke to bill bagwell last shot show in regard to the bagwell ontario collaboration and heard just about the same thing,a heavy involvment of the desighner in the initial desighn and pre-production.
