I'm no authority on straight razors, but if the razor was imported into and sold in the US, and if it doesn't say "England" on it (I don't see "England"), then I would say it was made before 1891. The reason being that in 1890 a law was passed in the US (McKinley Tariff Act) that required all items imported into the US to be marked with the country of origin.

Of course if you aren't in the US, or if someone brought the razor into the US themselves as personal property, then this wouldn't apply.
