Secure the knife in a clamp or vice.
Since those scratches do not look too deep, start with something like 600 grit sandpaper.
Wrap it around a small file and draw it horizontally down the length of the blade to the tip.
Do this evenly until you establish a uniform scratch pattern that will hide most of those scratches.
Do not rush.
Move up to 400 grit if you can still see scratches.
Repeat until you get a nice even 'satin' finish.
As TravisH suggests, sandpaper will certainly do the trick. Another easy way to cover surface scratches with a nice satin finish is to use Scotch Brite pads. I've had good results with a 7447 (maroon) "Very Fine" pad, followed with a 7448 (gray) "Ultra Fine". I bought mine at a Sherwin Williams paint store, at $2 each for a large sheet.
