I'm working on my first sheath, I've cut out my leather from my patterns. Without a belt sander, how do I clean up my welt and edge so the line up perfectly?

sandpaper. Trim excess with a very sharp knife, then sand. Leave this to the end of making it, after everything is glued/stitched.

Before the stitch Grover? Won't that affect my stitch grove?

Your stitch groover depends on a nice even edge to make a good straight stitching groove, so yea. Its important to even up your edges first then establish the stitching line. Stitching 101 :D
