How to add compound to 1x30 leather belts?

I just got my 1x30 belts for my HF belt sander including 2 leather belts, black compound and green compound. I'm just wondering how you guys add compound to the belts. Do I add it to the rough or smooth side of the belt? How much compound do you apply? Any other tips or tricks?
