No, they are not an exception. The only exceptions are dealers and government agencies buying with a signed purchase order. No individual is exempt from the federal law.

Having looked through the text of the law, I think he is right. The law only seems to make exemptions for shipping switchblades across state lines "...pursuant to contract with the Armed Forces". Members of the Armed Forces "...acting in the performance of his duty" and a person who "...has only one arm" can carry them on their person . Those seem to be the only three ways switchblades can legally cross state line.![]()
