What is the proper procedure of taking off the clip on my Military?
Do I heat the pivot area first with a hair dryer? Is there any loctite on the
pivot screw that could be 'undone'as well in that case? I am thinking about getting a black clip to replace my shiny stainless steel one. But I would like to know if that's something you can properly
do at home, and/or what things you should look out for. Thanks,

Done mine a few days ago.

Remove the screws, remove the clip and reverse what you have just done. Leave the pivot and scale screws alone. No problems no hassles...easy! Just be careful! My replacement black screws were a little longer than the origional. The result? Scratched blade! Not in view thankfully. I am using the polished screws with my knife still. I like the way it looks BTW.

So no heating of the clip screws is required to 'loosen' any loctite that may be on the screws?

Mr. Blonde, sometimes you have to go by feel. Try it without heating first. Sometimes they will come loose without much resistance. If it gets a bit tougher than what you may feel as if they might strip then go to it with a hairdryer! A few minutes and any locktite will "soften" up enough for you to turn them without problem. As for using black screws, well anyone who has handled/ carried their Military enough will know that the finish disappears quite quick. The screws will be shiny at the end anyway. Good luck.
