Here's a crazy idea- how about loosen the pivot screw?

Giving the pivot area a good cleaning can also help. Sometimes crud from the factory, or old, dried-out lubricant can make the action sticky.
 
For those that couldn’t tell, it was a sarcastic post, I found it humorous that some company would advocate hitting a knife with a hammer to remedy a product issue.

Furthermore, I don’t see how smacking the “inner lock plate” would adjust pivot tightness.
