How to make a drawknife? (Both for metal and wood)

So I was reading a book on Japanese sword making and found that they have a tool similar to a drawknife but for shaving flats onto the metal.

Does anybody know what kind of steel would be used to make this? Would there be any other things to take in mind?

If I was going to make another one for wood would I need to change the steel to something else than the metal one?
 
Any high heat treated high carbon steel will work. You'll be cutting soft steel before HTing.

One made for cutting wood will not work well on steel, and one made for cutting steel will not work well on wood... the desired edge bevels are vastly different. The steel could be the same. When I make a blade for cutting steel, I barely temper it, more of a stress-relief really. I suspect you would want a wood cutting tool to be properly tempered, as the thinner edge would be prone to chipping.
