how to set profile pic?

Registered Users do not have that privilege. Only paid members are permitted avatars, profile pics, sigs, and private messages.

No worries dude. As a paid member (Gold for example) you can chose to show as either Gold or registered member. Sometimes you'll see registered users with avatars or sig lines and this is probably the case.
