you can put some sandpaper on a dowell rod just a little smaller than the serration and sharpen them that way or if you have a dremel tool you can use a leather disk about 1 1/2" diameter sanded down to a rounded v and strop the serration sharp. make sure you go with the edge and not against it.
when i touch up serrations i use the corner of my slotted paper wheel.
i forgot about the sharp v serrations that my shallot has. i would use a popsicle stick with some fine 3m wetordry superglued to it. i would sand both of the edge of the stick lengthwise so it resembled a dovetail from the end. this would allow you to sharpen the full length of each serration and not have the other side of the stick in the way. glue the sandpaper to the wide side and trim it off flush with the side.
