Recommendation? How to use or apply KME emulsion?

I have for about a month that Bark River 4 Micron emulsion for stropping. The thing is it doesn’t remove squat.... the pesky micro burr wouldn’t get removed. I found that the green compound works better to remove that burr. Did i miss something with emulsion? Sorry if it sounds noob-ish.
