Those are cutlers rivets.
1) Chamfer the holes on both sets of scales to match the head angle (fat end of the rivet).
2) Slide the rivets through the handle and tang and cut the excess off the other side, leaving 1/2 the pin diameter exposed. File the end flat. For a 1/8" thick rivet, leave 1/16" exposed.
3) Peen that side over and reverse to peen the other side. This will make the peened end bulge and fill the chamfer. When snug, file/sand the excess flush with the scales.

Ah, so one side comes mushroomed and the other gets mushroomed into the chamfered volume.
