If it's a permanent removal, then you want to remove the little brackets.
Probably a dremel tool with abrasive cutting wheel.

Wear safety glasses.

Methinks he just wants to remove the hook. If it is welded shut, just cut the hook with diagonal pliars. If it is crimped shut, spread it with two pair of pliars.
