How/Where to change signature?

I don't know if that option is available to registered members... but click on the little person silhouette at the top of the page. When the menu appears, click on Signature

I'm guessing that you once had a paid membership. Or IIRC in the very early BBS releases any member could have a signature even if they were just a registered member.

Under the later releases of the BBS software, if your paid membership expired, I think your signature disappeared. Under the new XenForo software it gets frozen. The mods can delete a registered member's signature if requested, but won't add one or change it to something else.
