I am wondering does the size of the bow affect the power output of the bow. By the way My draw length is about 28 inches
 
Not an expert, but I wouldn't expect there to be much difference at all between those two. Longer bows are generally considered more forgiving to small errors in form, but power-wise I doubt anyone but a pro could tell those two apart. If your draw was longer than 28 I'd suggest the 62 to hedge a little against stacking but other than that the 60 would be marginally better if you were going to be bushwacking with it (thinking easier to maneuver in tight spots). Are you a hunter?
 
A longer bow reduces the pinch at the arrow when at full draw. To illustrate this, draw a 28" inch bow 28"s, then stretch the bow out to 62"s. They might both be 55#@28, but the ease and comfort not to mention smoothness of shooting will be apparent.
