Trying to search for file/farrier rasp steel type so I choose the proper quenchant. I've annealed the rasp, ground, sanded and filed to the desired shape. It's finally time to heat treat. This is not the only place I've searched for this info. I've read posts about potential case hardened steel, it's not (ruined a brand new bandsaw blade 'cause the anneal job wasn't complete). I've read posts saying use this or that for quench. I want to get it as right as possible the first time. Please help.

Since there is no way to know exactly what alloy your rasp is, but it seems to be high carbon, with many being similar to 1095 (perhaps W1?). Some folks will temper in water, or a brine water with success. Park's 50 is a good fast quenchant. If not a commercial quenchant, the 120°F canola oil is a popular quenchant but might not be fast enough for 1095.

The problem with farrier rasps is there is no standard. Many are around 1.00% carbon and work great. Others are case hardened and won't work at all as a knife.
I use them as the wrap part of a wrap hawk with 1084 as the bit, and as san-mai cladding.
