I love hawkbill blades and my new Spyderco Harpy is holding me over but I need the pefect hawkbill.

It needs to have.

Stong lock
Metal handles
pocket clip
plain edge
3-3.75 inch blade(4 might be ok)
one hand opening
Not cost more than 300 US dollars

Someone point me in the right direction.

The New/Old MicroTech Hawk is exactly what you're looking for, It comes right under the $300 limit, and it is an Auto, so that may not fit the bill. If Autos are legal in your area, then don't waste time looking for something else:D

Okay, so $319 isn't under $300, but it's close:)

Reese Weiland makes the best framelock hawks going, but you may need to step up a little more cash. I think I sold my last one for $400.

Picture a beefed up Sebenza with a wicked hawkbill.

He also designed and prototyped the Hawks that Microtech sells.

After that you'll be hurting to find one that's not a lockback (Spyderco) or a liner lock (MOD).

Of course many custom makers put out Hawks but other than Mayo and Weiland you're looking at liner locks almost exclusively.
