I need help finding a specific knife that meet my qualifications.

Okay,

Prior to explanation I'll just list what I'm looking for: Tanto point, partial serration, pocket clip, glass breaker, black handle, blade I'm optional on as long as it's steel colored or black, must be a quality knife--meaning Aus 8 or better steel, excellent craftsmanship, yada yada. Also I don't want it to have a line cutter, that's the entire reason I buy knives with serration.

Anyways, I currently carry a Cold Steel Ti-Lite--it's truly an excellent knife and I love it but it has no serration or glass breaker and while I can live without the glass breaker--having a knife with no serration has bothered me for a long time. It's a great knife for self defense but I have a CCL and carry a gun anyways--so I'm looking to go a little more practical than a stiletto. The Cold Steel Recon 1 would be absolutely perfect--if it included a glass breaker--otherwise it's an excellent knife(I'm not really a Cold Steel fanboy by the way--they just make a decent product and after years of going through $10-20 pocket knives, I now buy them to last me) plus I don't like that it's lock-break mechanism is located on the back of the handle--the Ti-Lite spoiled me with one hand open and closing so I would like to continue with that.

Anyways, as it stands right now I'm close to ready to just cave and buy the Cold Steel Recon--I've been looking for a day or two and haven't found anything that meets my exact specifications that also included quality parts so figured as a last attempt I would seek info from people who deal with knives more than I do. Also I'm not military/LE or else the Microtech Ultratech would work perfectly(I know you can buy them legally from individuals but I work for a state-government in a non-combat role and really don't want to tip-toe around legalities) so any help would be appreciated in advance.

I know it maybe blasphemous to mention the name, but Gerber has a new s30v offering in all black called the decree. It is a modified tanto blade however. Glass breaker as well. Only downside is its about $75. I am glad to see gerber at least trying though to make some decent knives again with good steel. Maybe YouTube will have some vids on quality of it.
 
You could try the CRKT M16-12Z ER Tanto Pocket Knife. It looks like it would be fairly easy to cut off the belt cutter with basic tools.

Nevermind. I just remembered that it needs to be all black. Apologies.

After checking out the Gerber Decree it looks like a good contender that wouldn't require any modifications. Only if the modified tanto isn't a deal breaker. Personally, I prefer that over a tanto.
 
What about a Benchmade Contego ? It's reverse Tanto but has everything else and is a great knife.
 
There is a Kershaw Blur model that would fit your specifications almost perfectly. The model is 1670tblkst. The only thing it's missing is the glass breaker, however, if you email Kershaw support, they would likely send you the end piece to screw in for it.

Any of the emersons with a tanto blade would probably fit your description except for the glass breaker. At the same time you can just use the blade of the knife if the situation is life or death. Blades may be expensive but life is priceless
 
So far we have:

CRKT Black M16 ER if you cut off the belt cutter.
Gerber Decree with Modified Tanto Blade
Benchmade Contego with Reverse Tanto Blade
Kershaw Blur 1670 TBLKST if you add the breaker yourself. Sounds simple.

Good list so far. The BM is the highest quality out of that list.
 
My vote would be for the blur because I think adding the glad breaker tip would be the easiest.
 
It's looking like Benchmade may be my best bet. I'll have to do comparative studies versus similar knives to justify the price but it looks like a very solid tool for EDC. Though it is a bit gigantic but most knives will be if you want them for much more than opening boxes.
 
You mentioned the Ultratech in your original post, since you don't want to get it because it's an auto, how about a manual Microtech? A Socom Elite or Socom Delta covers all your required features: good steel (S35VN, CPM-D2, etc.), half serrated tanto blade, lock similar to your Ti-Lite (linerlock or framelock, depending on whether you go with the Elite or Delta), glass breaker.

This was my original thought so I'd have to agree whole heatedly. Socom elite is one of the best production knives ever and has everything you looking for even a fully serrated tanto
 
Glass breaker is the hard part. I have a CS Recon 1 clip point, and it has been a fantastic knife, though the black teflon coating scratches easily.
