List of features that I want in order of importance:

1) No knife. Although if a multi-tool with a knife offers me all of the other features that I want, then I guess I'll compromise.
2) Some sort of tool that could be used for opening packages. I found that my can opener on my current multi-tool works great at this task.
3) Flat head screwdriver.
4) Phillips head screwdriver.
5) Pliers.
6) Tweezers.
7) Can opener.
8) Nail file.
9) Scissors.
10) Bottle opener.
11) Wire cutters.
12) Key ring or other method for attaching to keychain.

If no such keychain multi-tool exists, then please help me find the smallest and lightest multi-tool possible with all of these features.

Thanks a million in advance!

I too was thinking of the Style PS. Consider also the Gerber Dime, which has a dedicated clam shell package cutter. The Dime does have a blade, though. And the Leatherman PS4, which is (in my view) one notch better than the Dime in design and construction, but it has no tweezer and does have a blade.

It has a blade, but I have been carrying a Gerber Dime on my keys for around a year now; maybe a bit longer. I use it every day, and it has more than paid me back for it's $20 price. I will be posting a review of it soon. The package opener is fantastic, and I can't believe more manufactures aren't including them in their tools yet. The pliers are good for their size, spring loaded and keen enough at their tip to be used as a tweezers- though it has a dedicated set. The flat blade screw driver is fairly stout, but it is on the hinge side of the pliers, so it can not be "Extended" by opening one half of the tool. The Phillips driver can, but it is only two dimensional. It includes a nail file, but it is nothing special. A stout bottle opener is built right into the tool's exterior so you don't have to open it. The scissors are good, but my spring has recently given up the ghost. I've emailed Gerber and they told me to return it for warranty repair. The blade is a sheep's foot design and when opened it's edge is flush with the body of the tool, so flat cuts are possible. A big plus is that all tools are accessible without un-folding the pliers. All in all a good tool that I would recommend.

Shoddy cell phone picture I know, but you get the idea. As you can see, it has developed quite the "Well Worn" look.

That wear and tear looks great on that thing! I'm like a creaper on this forum. I more beat up looking the better is my preference!

Leatherman Style Ps has all but a can opener and package opener (unless you count the scissors) I think.
