I am having a hell of a time getting the blade to center on my buddies Rat 1 . Does anyone have any advice to share?

What do you mean by "center"? As in the cutting edge in the center of the blade thickness? If this is the case, you need to keep a consistent angle for one. Once you get the consistent angle then grind down the side that the cutting edge is closest to in order to move the cutting edge more towards the center.

The drawback to doing this is it is going to take metal to do it. If you have a 220 grit stone I'd start there. You can use a 120 also, but it takes metal faster so be careful with it.

Sorry, By center I mean when the blade is closed it is not sitting in the cener of the liners. The blade is rubbing on the liner. It has to be something I am doing or not doing because I have taken two rats apart and upon reassembly they both are off center to the same side.Any help will be appreciated!

I guess you could try loosening the pivot and the other screws holding the liners together and wedge something (thin cardboard) between the liner and the blade before tightening them down again. Worth a shot perhaps.

Are you tightening the bolts/screws with the blade closed or open?

Did you put the same screws/bushings/whatever back in place at the exact same locations as before, or did you mix and match?

I am tightening evrything with the blade closed. I put everything back just as it came apart. exept maybe the stand offs. I will check to see if they are all the same size.
Thanks
