I need the experts!

Hello everyone, I'm a newb and I could really use some help. I have what I believe to be a multi tool. I have had since I was about 8 years old, and I'm 39 now, so I guess it would be vintage. It has markings on it that say "B&B Italy" "stainless" and "pat. pend" It is about 3.5" long and 1/2" wide. It has a bottle opener, wire cutters, a 2.5" ruler, a flat tip screwdriver, a file, a cigar cutter (pretty sure that's what it is) and a 1.5" blade. It opens like a bipod so when you close it, the legs come together and the leg with the 1.5" blade slides tight against the leg with the file, which turn it into a perfect pair of scissors. I cut a piece of paper and it cuts perfectly clean. I have spent HOURS and HOURS searching the internet and I can't find anything that even comes close to identifying this thing. Any help that you guys could throw my way would be GREATLY appreciated!
 
I bought one (or one like it) a while back but never received it. I thought that I had saved the auction photo but I can't seem to locate it now. I've seen examples marked Italy or France. There's a photo of a similar tool with its packaging on page 218 of Dominique Pascal's Coutellerie de Poche. The packaging shows the name "Outil Universel" and gives 10 functions.

...hmmm... the packaging is similar to another vintage multi-tool that I bought last year... possibly from the same manufacturer or retail brand.
