Knife I want:

1. Blade :
a. 2" - 2.5" (2.5 is limitation for federal building)
b. VG-10,
c. one hand opened, not spring assisted.
d. Can be locked in 2 positions: 1 - normal, 2 - a little bit open, forming a hook for rope cutting, etc.

2. Screwdriver that:
a. takes standart bits
b. detachable
c. is a file from one side (can be used to fix the blade)
d. is a bottle opener.
3. has a place for 3 screw driver bits
4. Pocket clip
5. Led light
6. Size acceptable for EDC.

I think it is too big. I would say leatherman h300 is closer.

Actually, I did not find anything on the market that fits the desription - but may be there is something "to be released". Anybody heard anything?

You're not going to find anything with all those combinations.

For the knife, I'd reccomend a Spyderco Kopa. Blade size is right, looks very classy.

For the tool, either a Leatherman Charge Ti or XTi or Wave, as these have a diamond file (a bit coarse, but can be used to sharpen a knife) and pocket clip. I don't know if the Surge has or can accept a pocket clip. Blades are too long for federal bldgs though. Or there's the Victorinox Cybertool, available in different sizes, one includes a LED light. But the blades are too long on this too.

This isn't that close, but it's as close as I can think of: one of the 3.25" Victorinox SAKs. On these the main blades are just under 2.5". I recently got a small Tinker -- same tools as the regular Tinker.

I'd suggest a leatherman Charge XTI, it has 154CM steel which is equivalent to VG-10, a hooked shaped blade for rope cutting, a file, pocket clip.. everything except an LED light, you'll have to put that in a diffrent pocket.
