The photos explain most of it, but not the fact that you have to get your body under enough control (after the inevitable cold chock) to ask permission to get out of the water.
It can be noted that this day it wasn't very cold, only just below freezing (but this is done even if it's colder) and one of the officers went in first to demonstrate.
