Ichiro Hattori Pocket Knife

I have a pocket knife with a Valor logo that has engraved on the blade hand made by Ichiro Hattori. Does anyone know who this guy is and what this knife may be worth? It is a fairly heavy folding lockback with a well made scabard. It looks to be made in the late 1970's.
