That is a Russian carpenters axe. A Cang think of how to spell the actual name for it... torupm? Idk it is something like that. I have heard good thing and bad things about them on here but I have never owned one myself. Looks like a very nice example of one though!

It is a Topor - I recognize the mark as a known one but can't quite make it out. Can you read the date on it?
