Made in Germany implies pre-1940 or post 1991 and the 2 1/2 (this will be weight of the head in pounds) very likely means it was specifically exported to America or a Commonwealth country. Most makers of European axes at the very least stamped their heads. See what you can find on the flip side.
The steel and the blade temper will likely be of excellent quality and once you graft on a 26-28" curved handle you'll have yourself an excellent utility axe in what is classed in America as a 'boys axe'. Up this way (Canada) they're often referred to as a Pulpwood or Chainsaw axe.
By the way is the eye oval shaped or is it flat across the top like a stretched D?
