Identification and history of Great Grandfathers knife? Possibly to restore???

This was my Great Grandfather's knife, I'm reaching out to see if any info can be provided on it. I don't care about the value. Any insight of it's history would be greatly appreciated.

The blade is stamped 'Sabre Japan 24'. Google says its a fishing knife?

Would there be any way of preserving or a proper way to clean it up a bit?

Sabre was a Cole National Co of Cleveland, Ohio brand. In the late 50's, they started importing knives from Germany, Japan, and Italy. Later they'd be most famous for owning Ka-Bar/Union Cutlery for a while. Sabre Japan was used 60's - 80's, give or take a few years. For this one, if I were to clean it, I'd lightly oil the blades, and let sit for a while to remove any loose big crud. Then I'd move on to something like Flitz. Then let it be.

I'd resist harsher things like oil baths because of the handles, and I wouldn't try any harsher abrasives than Flitz because there might be a chroming aspect to the blades.

My father has one that looks just like it he said he got in the 70s. Not sure of the brand, told him don't worry about digging it out.

Yes it's a fishing knife. The 2nd blade is a bottle opener, fish scaler, and the tip is designed to remove a hook.
