Identification of a Western knife

Hi Guys,

If anyone could, I'm trying to ID this Western Fixed Blade. It has a 5" blued blade, 9 3/8" overall, .120" thick at ricasso. Stamped

WESTERN
BOULDER,COLO.
PAT.NO. 1,967,479

Leather washer handle on standard Western "H" type tang. Rough stamped pommel. Sheath has black painted steel rivets. Stenciled on back B.J. TOMSETH in 3/4" high letters.

I'm wondering if it's a govt. issue knife or a private purchase? Any idea of the approximate time period?

Your knife may be a model #L71 that was made during WWII. This knife is more commonly called a SeeBee knife.
