Identify this knife

Hey all I received this knife from a friend and just wanted some more info. He was at Bragg when he received it. It does have what seems to be an airborne flash on it.

Tanto, chisel grind, half serrated, paratrooper logo but for some reason also has a diver's oxygen wrench? It looks like someone combined all the tacticlol features out there into one knife.
