Identify Vintage Pen Knife

Cleaned this up and main blade reads USA. Second blade, I think also reads USA but if it does, it's backwards.

Having a hell of a time sharpening it.

Hardware store. Sears. Montgomery Ward. Just a simple little penknife that thousands of people carried every day. Pressed metal bolsters. Can’t tell about the scales. Maybe made by Imperial.
