Identifying this knife and Maker.

Can't help with maker, but it's a Japanese Nata hatchet / chopping knife.
 
That is what's called a Koshi Nata. Koshi means hip, and refers to being worn off a belt on the hip.
Nata is a term that translates to hand axe and is used for splitting small firewood, clearing branches and forestry work.
Bear in mind that actual hatches and axes called Ono also exist in Japan as well.
Your Nata says Tosa 土佐 which indicates where it was made. Tosa is one of several locations famous for cutlery.
here is a mark 金 Kin or Kane which can mean gold or metal, and that is likely to be the shop brand mark.
However I can not identify it. Underneath it just says Tokusei 特製 meaning "Specially made". This is fairly common with Japanese cutlery.
Nearly all Nata of this type are hand forged from carbon steel. And yours is most likely as well.
