Illinois, Washington DC shipping

Why is it that most sellers won't ship to Illinois and some sellers won't ship th Washington DC? The only state I was advised not to ship to is California.
 
A lot of them won't ship to Massachusetts either, because of an incident that happened several years back. We had a pit-bull of an Attorney General named Tom Reilly. At the urging of the Massachustts Chiefs of Police Association, he sued several out-of-state dealers who sold ammunition, knives, and martial arts weapons to Massachusetts residents via mail and Internet sales. Several had to pay large fines to settle the suits and now they are scared. Maybe Washington DC and Illinois did the same thing, due to their restrictive weapons laws.

The NYS Atty. General has done the same to BUD-K and possibly other companies for selling a variety of weapons to NY resident, weapons that are illegal to even own in NY.
