I just bought 2 long fixed blade knives they are 23" long and have brass and wooden handles they are inscribed Nigreto bollo 1968 and the sheaths have "phillines stamped on them can any one sya what they are? they also have what appear to be after-make notches on them not sure why.

Sounds like G.I. bring back bolo's from the philippines.

It's just part of the adornment. You'll find notches on the brass guards and elsewhere on most all bolos.

perhaps a type of "kill plate"; documenting the amount of times that weapon/tool was used to kill (by the original owner).

other question they are inscribed 1968 is that date made you think or date of some company

These bolos were for the tourist trade and marked as such. !968 being the souvenier year for the buyer, most likely a G.I. on liberty. Makers mark are usually an initial stamped near the guard. "J.C" being one of the more well known makers. Origin of the bolo is most likely from the town of Batangas.

are they at all ment for function?

Most are, though they usually end up as wall hangers. Locals generally don't use leather sheaths either. They degrade rather quickly in the wet climate, another indication what blades were geared to the tourist market.
