I'm sorry to bother, But I'm lost as to how to set my personal avatar image?

I've been trying to fill out all my profile information and picture but have found that there is noway for me to upload a profile pic to the site. Can someone please help me a bit. I would highly appreciate any help or information one could offer. Thank you for taking the time to check out the post.

P.S. I'm not a paying member, YET! I'm not sure if this has anything to do with it but a confirmation yes or no would be cool too. Thanks again!
