Imperial Guru needed for identification

I can tell by the tang that this is from '36-'52, but I was wondering if the build quality may place it pre or post war, or even wartime. I have about a dozen of these pulled in over the years but I have never really known what they were. The scales are a plastic of some kind and are pinned through the liners. Any help would be appreciated.
