Looks like they replaced the shocks/struts and springs with air bags. If the kit was made for it, should be fine. If it was improvised … who knows?

Looks like there is some age to them, so might be worth looking at replacements or going back to original equipment.

What vehicle are they on? Might be a chance that they are original. VW had something similar on older Touregs I think. And also maybe Land Rovers??
 
While airbags are not common, they show up both stock and aftermarket on a variety of vehicles. Heck there was a trim pack of the 88 Subaru wagon that had variable ride height bags from factory. That said, if I was going to be buying that vehicle, I'd be pricing new airbags.
 
I've been in several cars with air bags, some were comfortable, some were not.
The jeep wrangler that had massive air bags, was awesome! Could raise itself very high for clearance when offroading and low for highway, was very comfortable, like caddy comfortable. Seems expensive to do.
